ABUJA — President Bola Ahmed Tinubu has justified his decision to declare a state of emergency in Rivers State six months ago, saying failure to act at the time would have amounted to a “colossal failure” on his part as President.
In a statement on Tuesday, Tinubu announced the end of the six-month emergency rule imposed on March 18, 2025, following a political deadlock between Governor Siminalayi Fubara and the Rivers State House of Assembly.
He said the paralysis of governance in the state, widespread vandalism of critical economic assets, and the inability of the executive and legislature to work together necessitated his proclamation under Section 305 of the 1999 Constitution.
“It would have been a colossal failure on my part as President not to have made that proclamation,” Tinubu declared, stressing that the intervention prevented Rivers from sliding into anarchy.
The President explained that the suspension of the governor, deputy governor, and all members of the State House of Assembly for six months was a constitutional safeguard to restore peace and stability.
He commended the National Assembly for promptly approving the emergency declaration, and also praised Rivers’ traditional rulers and residents for their support.
Acknowledging dissenting voices who challenged the proclamation in court, Tinubu said such actions reflected the vibrancy of Nigeria’s democracy but insisted that the measure was necessary to safeguard order.
Expressing optimism, the President noted that intelligence reports now indicate a “new spirit of understanding” among Rivers’ political stakeholders.
Consequently, Tinubu announced that Governor Fubara, Deputy Governor Ngozi Nma Odu, Speaker Martins Amaewhule, and all lawmakers would resume their offices effective September 18, 2025.
He urged political leaders nationwide to prioritize peace, harmony, and collaboration in order to deliver the dividends of democracy.
“Let this realisation drive your actions at all times,” Tinubu told state governors and lawmakers.
